Protecting Personal Property

o I will freeze all ad valorem taxes on homesteads until the relevant property is sold or passed to an heir;

o Property tax appraisals should revert to every four years instead of annually;

o I will ensure Alabama has the nation's toughest laws to prevent eminent domain abuse.

Property Tax Appraisals & Ad Valorem Taxes
Counties in Alabama have begun readjusting property taxes on a yearly basis in order to increase revenue.  Although local government is extremely important, reappraisal of property taxes on a yearly basis is unfair and causes an undue hardship upon the people of our state.

I am the only candidate for Governor who has taken a vote on property taxes.  I voted against increasing them then, and I subsequently proposed the Home Owner's Protection Act to freeze all ad valorem taxes on homesteads until the property in question is either sold, passed to a non-spouse heir, or has additional work performed which requires a building permit. If values decrease, the appraisal will decrease accordingly.

Eminent Domain Abuse
The Fifth Amendment to the United States Constitution clearly prevents the government from taking property from private citizens simply to transfer such property to another individual or company.  As Governor, I will not allow eminent domain to be exercised unless a public need is clearly defined.  Nor will I allow any Alabama governmental body to use eminent domain to transfer property from its owner to any citizen or company purely for private profit or increased tax revenue
